Current Capacity Building Projects

The Center for Learning Excellence is currently involved in the following capacity building projects:

Partnerships for Success

Melissa Ross, Director
Partnerships for Success Academy

Partnerships for Success (PfS) is a service of Ohio Family and Children First (OFCF). PfS exists to support and strengthen local Family and Children (FCF) Councils and their efforts to improve family and child well-being outcomes most important to their counties. FCF Councils participating in PfS:

  • Mobilize communities around issues related to families and children and engage them in action;
  • Reduce the duplication of effort between and among state and local agencies;
  • Make better decisions that lead to better investments of public dollars;
  • Evaluate the impact of these investments with a focus on accountability; and
  • Provide for long-term sustainability of effective programs and services.

The Center provides intense training, coaching and Technical assistance for the 44 county FCF Council participating in PfS. The Center also helps agencies and organizations at the state level use the model to implement and manage a variety of cross-system initiatives.

Disproportionate Minority Contact

Melissa Ross, Director
Partnerships for Success Academy

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) requires an examination of possible disproportionate representation of minority youth at all decision points along the juvenile justice system continuum. OJJDP further requires multi-pronged intervention strategies that are to include not only juvenile delinquency prevention efforts, but also system improvement efforts to assure equal treatment of all youth.

The Center for Learning Excellence supports the Title II process by convening evaluation team meetings to design the evaluation framework and formalize evaluation questions. Following Title II awards, the Center will provide an institute for Title II program providers on defining and measuring outcomes. In addition, the Center will provide on-going technical assistance to Title II program providers to address data collection and measurement issues, including the selection of appropriate instrumentation. Finally, the Center will conduct a formative review of Title program providers’ measurement plans. This review will be designed to support providers’ efforts to collect relevant program evaluation data in as effective and efficient a manner as is feasible.

United Way of Central Ohio

Dave Julian, Director
Community Planning & Evaluation

The Center for Learning Excellence assisted the United Way of Central Ohio (UWCO) in an effort to develop measurement tools for United Way performance measures. The UWCO identified nine community results and 65 performance measures as part of their most recent strategic plan. Community results included assuring that “youth graduate form high school well-prepared for additional learning and productive careers” and “people in crisis have access to emergency food, shelter and financial assistance.” United Way staff and volunteers with assistance from Center staff identified 53 measurement tools that will be pilot tested in phase two of this project.
