The Office of Juvenile Justice and Delinquency Prevention (OJJDP) requires an examination of possible disproportionate representation of minority youth at all decision points along the juvenile justice system continuum. OJJDP further requires multi-pronged intervention strategies that are to include not only juvenile delinquency prevention efforts, but also system improvement efforts to assure equal treatment of all youth.

DYS is committed to reducing the number of minority youth who enter the juvenile justice system and improving the quality of life for all Ohio youth. These counties have been targeted for funding because their minority youth populations represent 86.9 percent of the state’s minority youth population and county representatives have agreed and been participating in the State’s DMC Initiative.

The Center for Learning Excellence supports the Title II process by convening evaluation team meetings to design the evaluation framework and formalize evaluation questions. Following Title II awards, the Center will provide an institute for Title II program providers on defining and measuring outcomes. In addition, the Center will provide on-going technical assistance to Title II program providers to address data collection and measurement issues, including the selection of appropriate instrumentation. Finally, the Center will conduct a formative review of Title program providers’ measurement plans. This review will be designed to support providers’ efforts to collect relevant program evaluation data in as effective and efficient a manner as is feasible.
